ผู้บริหารระดับสูงมองว่าคนสำคัญและอยากให้พนักงานรักองค์กร แต่ผู้บริหารระดับรองลงมานำนโยบายมาใช้แบบตรงข้าม มีการให้พนักงานได้พูดคุยจากผู้บริหารระดับสูง แต่ผู้เก็บข้อมูลไม่นำไปแก้ไขและยังมองพนักงานที่สะท้อนความจริงเป็นพนักงานที่ไม่รักบริษัท ทัศนคติไม่ดี
