มีความท้าทายในการเลื่อนตำแหน่งตลอดเวลา เนื่องจากมีการสอบวัดความรู้ของพนักงานแต่ละตำแหน่ง เพื่อให้สามารถทำงานในตำแหน่งนั้นได้จริง ซึ่งจะขัดกับการทำงานของเเต่ละบุคคลจริงซึ่งไม่ได้ใช้การทำงานจริงมาวัดผลกับแต่ละบุคคล
