เปิดโอกาสให้คนได้แสดงฝีมือ ถ้าทำได้ก็เติบโต นโยบายดี แต่ในเชิงผู้ปฏิบัติงานจริงๆ ยังมีข้อจำกัดหลายอย่างที่ควรได้รับการแก้ไข แต่บางครั้งภายนอกที่เห็นมันก็มีอะไรหลายๆอย่างที่พูดไม่ได้ ย้ำว่าทุกที่ก็มีปัญหาด้วยกันทั้งนั้น
