ควรมีการหมุนเวียนระดับผู้บริหาร เนื่องจากผู้บริหารชุดเดิมๆ ก็จะมีความคิดแบบเดิมๆ ซึ่งจะยากกับการพัฒนาระบบงานใหม่ๆ เพราะยังติดอยู่กับความคิดเดิม
